The Air Pollution Control Hearing Board (APCHB) is a fair and unbiased panel that hears appeals when a negotiated resolution cannot be achieved.
The Air Pollution Control Hearing Board consists of seven members who are not employees of the state or any of its political subdivisions and are recommended by the Air Quality Management Division and approved by the District Board of Health. One member of the board shall be an attorney, one member shall be a Nevada licensed Engineer, and one member shall be a Nevada licensed contractor.
The board meets the first Tuesday of the month as needed.

The purpose of the Audit Committee is to assist the Board of County Commissioners in fulfilling its policy requirements in accordance with Washoe County Code by providing oversight over the County’s financial statements, the systems of internal controls, the internal audit plans and reports, and the independent external auditor’s assessment of financial statements. The Audit Committee is also to provide open communications between the Board of County Commissioners, the County Manager, Internal Audit, and the independent external auditors.
The committee must comprise at least three voting members appointed by the Washoe County Board of Commissioners (a Washoe County Commissioners will serve as one of the three voting members). The two-year term starts Jan 1, 2017 and expires December 31, 2018. Audit committee voting members shall be independent. Financial and/or audit experience is preferred. Members shall not accept any consulting, advisory, or other compensatory fee from Washoe County and shall not be an affiliated person with Washoe County or any subsidiary thereof.
The Committee is required to meet four times a year or more frequently as circumstances require.

The Washoe County Board of Adjustment hears and decides requests for administrative permits, special use permits, variances and appeals of administrative decisions.
The board is comprised of five members who are appointed by the County commission. Members are appointed to four-year terms and may serve two consecutive terms.
The Board meets the first Thursday of February, April, June, August, October and December at 1:30 p.m. in the Washoe County Commission Chambers. At times the Chair may call special meetings. Meetings average 2 to 3 hours in duration, and preparation time (which may include visits to an application site) averages 1 to 3 hours.
The Washoe County Board of Adjustment was created pursuant to NRS 278.270 and Washoe County Code Section 110.912.10.
The Board of County Commissioners is the elected governmental body for all of Washoe County, and is responsible for legislating public safety and welfare, and providing human services to all County citizens.
County Commissioners are elected by constituents within their district for a 4-year term. The County Commission consists of five members.
County Commission meetings are held the second, third and fourth Tuesday of every month.
Nevada Revised Statute 244
The Board of Equalization may determine the valuation of any property assessed by the County Assessor, and may change and correct any valuation found to be incorrect whether by add thereto or by deducting therefrom such sum as is necessary to make it conform to the taxable value of the property assessed, whether that valuation was fixed by the owner or the County Assessor.
The board is comprised of five members appointed by the County Commission. Members are appointed to a four-year term and may serve two consecutive terms.
Meets annually starting in January. The Board must conclude business by the last day of February by statute.
Nevada Revised Statue 361.340
The initial purpose of Carson-Truckee Water Conservancy District was to facilitate the development of upstream storage on the Truckee River and Carson River (to include Stampede Dam and Reservoir on the Truckee and Watasheamu Dam and Reservoir on Carson). As such, its regional authority spans through several local jurisdictions based upon the geographical reaches of the Truckee and Carson Rivers. The District encompasses all of Carson City, Churchill and Washoe Counties, and includes parts of Douglas, Lyon, and Storey Counties.
The Washoe County Board of County Commissioners submits at least 2 nominations to the Governor who appointed the member for a 4 year term.

Nevada Revised Statue 541.100
Citizen Advisory Boards (CABs) advise the Washoe County Commission on neighborhood issues such as land use planning, water and sewer service, and recreational needs. For more information about CABs, visit the CAB Home Page at www.washoecounty.us/cab .
Washoe County currently has 9 active Citizen Advisory Boards. The members are appointed by the County Commission for staggered three-year terms (proposed change from 2 years) beginning in July. Members may serve consecutive terms. Applicants must reside within the area represented by the CAB to be eligible for membership. This recruitment is specifically for the following 6 CABs: East Truckee Canyon; Spanish Springs; North Valleys; Sun Valley; Verdi Township; and Warm Springs/Rural.

Nevada Revised Statutes 244.1945
The Commission reviews and approves debt issuance by the local entities, as well as oversight of the entities indebtedness and debt management plans.
The commission is comprised of one representative of the county, one from the school district, one representative from the city in which the county seat is located; one representative of the other incorporated cities jointly; and two representative of the public at large.
The commission meets in February and July of each year and whenever business is presented.
Nevada Revised Statute 350.001
The Committee ensures quality development and increases public participation in the design and physical development of the community.
The committee is comprised of 10 members; five principles and five alternates. Members are appointed to a two-year term and may serve two consecutive terms with the first term as an alternate, and the second term as a principle. The members include two architects, one planning commissioner and one Board of Adjustment member.
The committee meets on the second Thursday of each month with special meetings as needed.
Washoe County Development Code, Section 110.916.10
The 911 Emergency Response Advisory Committee oversees Washoe County’s plan for 911 system enhancements, and recommends expenditures of collected surcharge monies.
The at-large member must reside in Washoe County, be a qualified elector in Washoe County, and possess knowledge concerning telephone systems for reporting emergencies. The at-large member may not be an elected public officer.
The Committee meets every other month, usually on the third Thursday at 1:30 p.m. Board members serve a 4 year term and receive no compensation for their service.
In 1995, the Nevada Legislature enacted Senate Bill 473 which authorized a telephone surcharge for the enhancement of existing 911 services.
The EMS Advisory Board reviews reports, evaluations, and recommendations of the Regional Emergency Medical Services Oversight Program, discusses issues related to regional emergency medical services, and makes recommendations related to performance standards and attainment of those standards, medical protocols, communication, coordination, and other items of importance to a high performing Regional Emergency Medical Services System.
The Regional Emergency Medical Services Advisory Board shall be composed of the following members:
- City Manager, Reno
- City Manager, Sparks
- County Manager, Washoe County
- District Health Officer
- Emergency Room Physician (DBOH Appointment)
- Hospital Continuous Quality Improvement (CQI) Representative (DBOH Appointment)
The Board shall hold a minimum of one meeting per fiscal year.
NRS 439.390
An Interlocal Agreement (ILA) approved by all regional jurisdictions including, Reno, Sparks, Washoe County, Washoe County Health District and the Truckee Meadows Fire Protection District.
The committee shall establish types of investments considered proper for the county, within the framework of the statutes of the State of Nevada regarding investment media acceptable for counties, and recognizing the conflicting desires for maximum safety and maximum yields.
The committee is comprised of the County Manager, Assistant County Manager, Finance Director, Treasurer, Chairman of the Board of County Commissioners and another Commissioner appointed by the County Commission Chair.
Commissioners and Treasurer serve their term, other committee members have indefinite terms.
Nevada Revised Statue 355.170; County Code 15.220
The Board oversees the permitting process for residents who either want to own exotic animals or a number of animals in excess of the limit established by Washoe County Code. The board considers applications and its recommendation for approval or denial.
The board is comprised of seven members; one from each commission district; one who has qualifications demonstrating knowledge in the care of and supervision of exotic animals; one representative of a Humane organization. Members are appointed by the County Commission to a four-year term.
The board meets the second Tuesday of the last month of each quarter.
Washoe County Code 55.030
The law library is governed and managed by a board of law library trustees.
There are three district court judges designated by the judges of the Second Judicial District. The Board of County Commissioners shall appoint two attorney and two non-attorney members.
The trustees are appointed for two-year terms.

The Northern Nevada Water Planning Commission (NNWPC) was previously known as the Regional Water Planning Commission (RWPC).
Senate Bill 487, passed in the 2007 Nevada Legislative Session creating a new regional water entity in Washoe County named Western Regional Water Commission (WRWC). The new law also changed the name and role of the existing RWPC effective April 1, 2008.

The Western Regional Water Commission adopted an Amendment to the Comprehensive Regional Water Management Plan on January 9, 2009.
The first official NNWPC meeting was held on April 30, 2008. The NNWPC meets on the first Wednesday of each month. Meeting dates designated with an * have been cancelled.
The commission is comprised of nine voting members and nine non-voting members.
Members are appointed to a three-year term and may serve two consecutive terms.
Nevada Revised Statute 540A.080
The primary purpose of the committee is to review and approve tentative parcel map applications.
The Parcel Map Review Committee consists of seven members (and alternates) representing the Planning Commission, Community Development Department, County Engineer, District Health Department, Utility Services Division, Reno Fire Department, and Nevada Division of Forestry.
The committee meets the second Thursday of every month.

The parks commission acts in an advisory capacity to the board of county commissioners. Examples of items that come before the board include district and park master plans; schedule of priorities for acquisition and development of park property; purchase, lease or exchange of lands for recreation or park purposes; and rates and charges for services and facility use.
The commission is composed of nine members appointed by the County Commission for a four-year term. Members can serve two consecutive four-year terms. Applicants for the Open Space and Regional Parks Commission must be residents of unincorporated Washoe County and the area from which they are to be appointed (For this recruitment: Commission District 4).
The commission meets monthly, usually on the first Tuesday, at 2:30 p.m., with a minimum of nine meetings annually. Members receive no compensation.
Nevada Revised Statute 244.3085; Washoe County Code 95.010.
The primary purpose of the Planning Commission is to review and provide recommendations to the County Commission on long-range plans and code amendments (Chapter 110). The Commission also reviews and approves tentative subdivision maps, certain types of special use permits, variance requests, and other similar development applications.
The board is comprised of seven members. No member shall hold a public office. Members must be a resident of the unincorporated area of Washoe County and be a registered voter. Members are appointed by the County Commission for a four-year term. Members can serve two consecutive terms.
The board meets the first Tuesday of each month.
Nevada Revised Statute 278.010; Washoe County Code 110.0150.
The Regional Street Naming Committee is responsible for the approval of street name changes and naming of un-named easements not associated with streets created within subdivisions or parcel maps.
The Committee consists of members from Reno, Sparks, Washoe County, Fire Departments, Post Office, Utility Company, Refuse Company and Police Departments.
Meetings are held on an "as needed" basis.
The commission adopts rules and regulations for the organization of the commission and the conduct of its business that are not in conflict with the Motor Vehicle Fuel Tax Ordinance, chapter 373 of the Nevada Revised Statute or any other law of the State of Nevada.
The commission is comprised of five members, two representatives selected from the County Commission, two representatives from the Reno City Council, and one representative from the Sparks City Council. Representatives are appointed by the County Commission to serve a two-year term and may serve two consecutive terms.
The Board meets once each calendar month.

The Board is constituted to support the implementation of the policies of the Board of Washoe County Commissioners as they apply to the functioning, management, and operation of the Washoe County Senior Services Department. Those serving on the board will recommend programs for seniors, make specific recommendations to the Board of County Commissioners on the operations of the department and work to improve senior centers.
The Advisory Board shall provide assistance and make recommendations to the director, at a minimum, in the following areas:
-Development of long and short range departmental goals;
-Recommending and evaluating programs and policies;
-Reviewing the quality of departmental services provided;
-Providing input to county manager regarding performance of director.
-Providing technical assistance, as applicable;
-Reviewing and making recommendations regarding the department's proposed budget;
-Reviewing and providing input to director regarding community trends and needs.
The Board shall consist of not less than 7 or more than 11 members with full privileges of making motions, and of voting, and 2 Alternate At-Large Members. Board members must be competent volunteers who are residents of Washoe County; of whom it is preferred that more than 50% are over the age of sixty or are an unpaid caregiver for a person over the age of 60; while varied experiences desired, the main requirement is that the applicant is knowledgeable about seniors and about services provided for them, and, if appointed, the applicant will continue to be actively involved with seniors.
Board members serve a four year term; meetings are held monthly and run 1-2 hours; members usually spend 2-6 hours per month outside of meetings on board-assigned business.

The board shall serve as consultant to both the County Commissioners and the Social Services Director on any matters pertaining to social services in the community.
The board is comprised of twelve members who are appointed by the County Commission. Members are appointed on the basis of one member fro each of the following groups: court appointed special advocates, children`s mental heath, domestic violence service agencies, local juvenile probation services, parent advocate, former participant in the child welfare system, Washoe County School District, substance abuse services agencies, an attorney representing parents, an attorney representing children, a representative from an agency serving low income individuals and a representative of an agency who advocates for health care for low income families.
The board meets shall be held up to 4 times a year or, at a minimum, semiannually, in addition to special meetings called by the chairman. Members are appointed to three-year terms and may serve two consecutive terms.
Washoe County Code, Chapter 45.030
STMGID was created in 1981 for the purpose of furnishing water, sanitary sewer and storm drainage facilities for a portion of the South Truckee Meadows.
The board is comprised of 5 members who are elected through the regular voting process. County Commission can make appointments.
Meetings are held at the South Valleys Branch Library the first Thursday of each month at 6:00 p.m.
Nevada Revised Statute 318.
The Tahoe Regional Planning Agency leads the cooperative effort to preserve restore, and enhance the unique natural and human environment of the Lake Tahoe Region.
The board is comprised of 15 members; the County Commissioner whose district is part of the Lake Tahoe area is appointed to the board.
The Commissioner serves the term of the office.
Nevada Revised Statute 277.200
Article IX of the Tahoe Regional Planning Compact created the Tahoe Transportation District (TTD). TTD has responsibility for implementing of transportation plans, programs and projects. TTD may acquire, own and operate public transportation systems and parking facilities serving the Tahoe Region and provide access to convenient transportation terminals outside of the Region. The TTD also has the ability to receive specific tax revenue to support transit and transportation facilities.
Counties within the Region, the City of South Lake Tahoe, the Basin’s two Transportation Management Associations, an at-large member representing transit providers, and representative of any special transit districts formed under California or Nevada law. Caltrans and NDOT are ex-officio members
The Board meets once each calendar month on the 2nd Friday at 9:00 am.
Article XI of Public Law 96-551 of the Tahoe Regional Planning Compact
The TMRPA develops comprehensive regional plans for physical development and orderly management of the growth of the region for the next twenty years.
The agency is comprised of nine members; three are appointed by the County Commission and must be current Planning Commission members.
Members are appointed to a three-year term and may serve unlimited terms.

The committee is responsible for overseeing development and implementation of the Truckee River Project representing the needs and concerns of citizens affected by flooding issues.
The committee is comprised of voting members and one alternate from Washoe County, the Reno City Council, Sparks City Council and the University of Nevada, Reno.
The committee meets the second Friday of each month.
The Committee is governed by a "Cooperative Agreement," which is an interlocal agreement between the Washoe County and Cities of Reno and Sparks.
The Board promotes the conservation and wise development of the renewable natural resources of this area. The mission of the District is working to create a better place to live, through applied natural resource conservation and education.
The board is comprised of seven members; the County Commission appoints one member.
Members are appointed to a two-year term and may serve one term.
Nevada Revised Statute 548.032.
Senate Bill 487, passed in the 2007 Nevada Legislative Session, created a new regional water entity in Washoe County to be effective April 1, 2008. The legislation provided an opportunity for the member entities, the cities of Reno and Sparks, the South Truckee Meadows General Improvement District, the Sun Valley General Improvement District, the Truckee Meadows Water Authority, and Washoe County, to form a Joint Powers Authority to operate the WRWC.
The WRWC will focus on improving water resource planning at the regional level and facilitating coordinated resource management among the Truckee Meadows member entities.
The Washoe County Advisory Board to Manage Wildlife (“WCABMW”) is seeking applications for new members. All applicants must reside in Washoe County. Two of the open positions must be filled by individuals who are hunters, trappers or anglers, or who are engaged in ranching or farming in Washoe County. Appointments are based on recommendations from organizations that represent hunters, trappers or anglers in Washoe County. One of the open positions must be filled by an individual who represents the interests of the general public. The WCABMW solicits and evaluates local opinion and advises the Board of Wildlife Commissioners (“Commission”) on matters relating to the management of wildlife in Washoe County. The WCABMW also submits recommendations to the Commission on the seasons for fishing, hunting and trapping, including recommendations on regulations covering open or closed seasons, bag limits, hours and other policies.
WCABMW meets 7-8 times per year, usually on Thursdays at 6:00 p.m. Board members are volunteers who serve a 3 year term. Board members do not receive a salary or compensation. However, board members who are approved to attend Commission meetings receive travel and per diem expenses.
