Neighborhood Stabilization Program
Section 3 Policy

It is the policy of Washoe County, as part of the Neighborhood Stabilization Program 3 (NSP3) to comply with Section 3 of the Housing and Urban Development Act of 1968.

The County implements this policy through creating opportunities for contracts to be awarded to developers, Community Housing Development Organizations (CHDOs), non-profit agencies, contractors, vendors, and suppliers, etc., to create employment, training and business opportunities for qualified low- and very low-income persons residing in the region.

Washoe County developed this Section 3 policy to provide guidance to contractors and Section 3 eligible residents on how to conform to and gain access to opportunities arising from the implementation of the NSP3 grant.

Applications

In order to facilitate the implementation of the Section 3 Policy, is necessary to create lists of interested individuals and businesses.  These individuals and businesses must certify their eligibility for inclusion on the list and may be asked to provide evidence of this eligibility.  Participants will remain on the list for a period of two years, at which point they will be required to reapply to maintain their eligibility. 

Completing an application is not a guarantee of employment or a substitute for normal bidding requirements for government contracts.  Qualified Section 3 businesses will be given preference in the bidding process, assuming that they meet all the qualifications and requirements of the bid.  Residents will be given preference in hiring for the NSP3 project, based on being qualified to perform the duties of the position recruited.
