The Washoe County Single Audit:

The Comptroller's Office annually prepares a Single Audit, pursuant to the Single Audit Act of 1984, P.L. 98-502, and the Single Audit Act Amendments of 1996, P.L. 104-156. 

Called "OMB Circular A-133," the Single Audit Act sets forth standards for maintaining consistency and uniformity among Federal agencies for the audit of states, local governments, and non-profit organizations expending Federal awards of financial assistance.

Federal financial assistance is funding that non-Federal entities receive or administer in the form of grants, loans, loan guarantees, property (including donated surplus property), cooperative agreements, interest subsidies, insurance, food commodities, direct appropriations, and other assistance.
